Fuller Requests JLAC Audit of Healthcare Conglomerate Associates, Tulare Regional Medical Center, and Tulare Local Health Care District

Sacramento – On January 30, 2018, Senator Jean Fuller (R-Bakersfield) will testify before the Joint Legislative Audit Committee (JLAC) seeking approval for an audit of the Healthcare Conglomerate Associates, Tulare Regional Medical Center, and the Tulare Local Health Care District.

The JLAC Audit request letter was sent on January 5, 2018.

JLAC will meet on Tuesday, January 30, 2018 beginning at 9:00am in State Capitol, Room 444.  Audit requests are heard in an order to be determined by the committee.

Witnesses in support of the audit request will include Mr. Kevin Northcraft, Board Member of Tulare Healthcare District, and a representative from the Association of California Healthcare Districts.

The request includes the following:

  • Outline the flow of Tulare Local Health Care District’s 2005 General Obligation Bond money to Healthcare Conglomerates Associates and how it was spent on Tulare Regional Medical Center.

  • Identify what oversight was in place for spending the 2005 General Obligation Bond funds.

  • Evaluate the management structures of Healthcare Conglomerate Associates, Tulare Regional Medical Center and Tulare Local Health Care District.

  • Ascertain what problems caused the closure of Tulare Regional Medical Center.

  • Recommend procedures or plans so that Tulare Regional Medical Center can reopen.
